The School
of Professional and Continuing Education (SPCE)
Background
There are few opportunities outside secondary
and higher education systems in Central Asia for adults
to learn new skills or enhance existing skills for
professional and personal development. However, the
transitioning economies of the region need such opportunities
to build and improve skills in all sectors; opportunities
that can be accessed by learners who are not necessarily
enrolled in high school or university systems.
UCA’s
School of Professional and Continuing Education (SPCE)
is Central Asia’s first provider
of formal, university-based, non-degree educational
programmes, offering vocational, professional development
and personal improvement opportunities to youth and
adults.
Established in 2006, SPCE is UCA’s first
operational academic programme, and has the mission
of fostering economic development. It does this by
responding to trends and needs in the local economies
of the communities in which it operates and offering
courses that improve employment and income generating
opportunities for youth and adults, and professional
development opportunities for mid-career professionals.
By building vocational skills and professional competencies,
SPCE will encourage entrepreneurship in the region
and stimulate economic development.

plastering. |

to enhance their analytical and critical
thinking skills for future study. |

public servants and other professionals seeking
knowledge or skills in a format less demanding
and more flexible than full-time study. Professional
development courses that are or will be offered
include accounting, language for specific purposes,
computers and information technology, small
business management, and tourism planning and

and Improvement: For
those interested in short-term courses teaching
best practices in leadership, critical thinking,
problem solving, decision-making and other
skills to address the social and economic needs
of their communities. |
Internationally recognized credentials
Most SPCE
professional development programmes will award students
internationally recognized and transferable certificates,
based on European Credit Transfer System standards.
These will allow graduates to apply their credits
toward further education anywhere in the world, including
UCA, and have their credentials recognized by a broad
range of local, national and international potential
employers. Additionally, the three SPCE campuses
are Registered Examination Centres for the London
Chamber of Commerce and Industry (LCCI), which has
centres in over 100 countries and receives international
recognition from employers, educational institutes
and professional bodies worldwide.
Campuses and Facilities
SPCE has town campuses in
the three UCA campus towns of Tekeli, Kazakhstan,
Naryn, Kyrgyzstan and Khorog, Tajikistan.
The three SPCE campus facilities will
operate in three buildings with a combined capacity
to accommodate close to 400 students at any given
time. The facilities will include classrooms, multi-purpose
rooms, libraries and learning resources centres,
computers and offices for student services. State-of-the-art
equipment and technology will be installed to increase
student access to current information and multimedia
technology, facilitate interactive learning, and
allow for communication between the three town campuses
and the Central Administration. In Tekeli and Khorog,
existing buildings have been renovated, and in Naryn
a new facility is being constructed.
Staff
and Instructors
The staff of SPCE is made up
of talented individuals with experience in the region
in education, programme planning and administration.
SPCE is headed by a Dean, who is supported by a Manager
and a Manager of Quality Assurance and Curriculum
Development, who are based in the UCA Central Administration
office in Bishkek, Kyrgyz Republic. Each SPCE town
campus is led by a Campus Head, supported by a Manager
of Academic Affairs, Manager of Administrative Services
and other on-campus staff.
All SPCE instructors undergo
rigorous training and certification before they begin
teaching SPCE courses. This is to ensure the highest
quality of instruction and uniform standards across
SPCE programmes.
