Head of Internal Audit

Position: Head of Internal Audit

Summary of the Position
The University of Central Asia is seeking a Head of Internal Audit who will lead the Internal Audit Department. Key functions will include planning and undertaking audits in all areas/facets of UCA including construction. Deliverables include timely audit reports incorporating findings that identify potential risks and opportunities for improvement and make recommendations to ensure appropriate and adequate operation of the organizational processes, controls, governance and compliance with all relevant internal policies/procedures as well as external statutory and international requirements. 

Understand and appreciate the sensitivity and confidentiality of information pertaining to UCA and individuals, and exercise the utmost integrity, caution and sense of responsibility with respect to handling the information during the course of audit and otherwise. Demonstrate the highest level of professionalism, observe the professional code of ethics of the Institute of Internal Auditors (IIA) and follow the established standards of audit in the performance of duties.

The position will be based in Bishkek, Kyrgyz Republic. The Internal Auditor must be willing to travel or stay in any part of the UCA’s operating jurisdiction as may be required.

Main Duties and Responsibilities  
  • Update the comprehensive risk map of UCA and formulate a risk based annual audit plan in consultation with the Audit and Risk Committee of the Board of Trustees.
  • Undertake an independent assessment of UCA’s functions and programs, including analysis of risk management, governance, compliance (internal/external), adequacy of internal controls, and appropriateness of UCA’s policies and procedures, with a view to minimizsing the exposure and risks.
  • Undertake internal audits as per the approved annual risk based audit plan at all UCA operational locations and develop/maintain appropriate working papers.
  • Identify opportunities and make recommendations for management to consider for improvement of operational efficiencies and effectiveness and cost rationalization.
  • Follow-up on implementation of agreed upon audit recommendations and corrective actions.
  • Conduct special studies/investigations as requested by the Audit and Risk Committee or Senior Management.
  • Prepare a quarterly report on all audit activities with key highlights divided into high, medium and low risk findings for discussion with the Audit and Risk Committee. The report shall include the actions agreed upon by/comments received from UCA Management, on all audits (internal and external), as well as the status of corrective action.
  • Keep technical knowledge up-to-date and ensure adherence to the standards of best professional practice issued by the Institute of Internal Auditors and other such professional bodies.
  • Disseminate knowledge/provide training to UCA staff at Head Office and campuses on self-assessment techniques, and the importance and relevance of maintaining adequate operational processes and controls.
  • Any other assignment or task assigned by the Audit and Risk Committee or Senior Management.
Required Qualifications and Experience

Academic and Professional Qualification 
  • Recognised professional accounting designation such as Chartered Accountant (CA), Certified Public Accountant (CPA), Certified General Accountant (CGA), or Certified Management Accountant (CMA) with 10 to 15 years post-qualification experience.
  • Minimum of 5 years of experience in Internal Audit at senior level.
  • Additional professional certification such as Certified Internal Auditor (CIA) or Certified Information Systems Auditor (CISA) will be an added advantage.
Knowledge and Competencies 
  • Outstanding English language communication skills and interpersonal skills.
  • Excellent computing skills and familiarity with computer-based audit techniques.
  • Ability to work independently and as a team member.
  • Effective management and leadership skills. Ability to work under pressure, multi-task and adhere to timelines.
  • Ability to work in a variety of different cultural settings with culturally diverse groups.

Summary of Position
The University of Central Asia seeks to fill several full-time positions in the Earth and Environmental Sciences programme at UCA’s campus in Khorog, Tajikistan. In your role as faculty member, you will be contributing to the development and implementation of a new BSc Earth and Environmental Sciences curriculum that has been designed in partnership with the University of British Columbia in Canada. 

Programme Description 
Academic programmes combine the student-centered environment of a liberal arts college with the intellectual excitement of being at the frontiers of knowledge offered by an emerging research university. The language of instruction for undergraduate studies is English. You will teach small classes and provide students with personal attention to ensure that they master and apply the material. UCA's cross-disciplinary Earth and Environmental Sciences (EES) programme aims to create leaders in various sectors and scholars who can pursue overseas graduate studies. The programme integrates the study of environmental, earth science, and social systems. The successful candidate is expected to be research active and will have the opportunity to work with students and pursue research relevant to Central Asia with the Mountain Societies Research Institute (MSRI), which offers international expertise in spatial analysis, natural hazards and biogeophysical processes in an iconic mountain setting. 

Key Responsibilities 
UCA is embarking on a cluster hiring initiative to recruit several key faculty members in the Earth and Environmental Science programme. The hires are targeted at the Assistant Professor level, but exceptional candidates will be considered at the Associate Professor level. PhD scholars, who have completed all but their thesis, may be considered at the Lecturer level. We are interested in filling several interdisciplinary niches, which should complement and interact with one another in research and teaching agendas and encompass the Geosphere, Hydrosphere, Atmosphere, and Biosphere. The areas of recruitment are as follows:

Earth Surface Processes
We seek a broad-based physical geographer, geomorphologist, pedologist, or geoscientist interested in teaching undergraduate courses in this discipline and collaborating with MSRI researchers on projects affecting livelihoods in mountain environments of Central Asia, such as land degradation, geohazards, and climate-change impacts. 

Water and the Environment
We seek a broadly focused hydrologist, water resources engineer, or physical geographer who can link climatic drivers with hydrological response in the context of land management. Teaching will involve water, atmosphere, agriculture and climate change courses. Research collaborations with MSRI on hazards and effects of climate change on water supplies are anticipated.

Ecological Processes and Environmental Impacts
We seek an environmental scientist or broadly focused ecologist interested in teaching courses in environmental science, environmental impact assessment, and ecology. Research would complement MSRI’s portfolio in the areas of land degradation, small-scale mountain agricultural and pasture management, and assessing legacies of land use and industry.      

All hires will be expected to teach in the first-year preparatory programme and pre-requisite years related to their discipline. 

Minimum Qualifications 
  • Assistant Professor and Above: PhD in Earth and Environmental Sciences
  • Lecturer: Master’s in Earth and Environmental Sciences
  • Fluency in English is required, knowledge of Russian is an asset

Summary of Position and Key Responsibilities
This individual will be responsible to effectively plan, coordinate, and lead the activities of the human resource operations to foster the development of an employee-oriented university culture that emphasises quality, continuous improvement, and high performance.

The position offers an opportunity for a highly motivated candidate to work within the HR Department and to provide HR services for the full employee life-cycle that includes compensation/benefits, performance and talent development, labour relations, employee engagement practices and HR administration. A professional with human resources experience in the specific context of higher education and working with multi-national faculty and staff will be a valuable asset. 

Main Duties and Responsibilities
  • Lead HR services for specific geographical and employee groups to support the end-to-end employee life-cycle
  • Review, monitor, and ensure consistent implementation of HR systems including policies, procedures, and operating standards to deliver efficient and effective HR services which comply with the respective countries’ labor laws, in line with international best practices, fit the actual and future needs of the organisation, and promote internal mobility.

  • Excellent verbal and written communication skills in English, including presentation, facilitation and conflict resolution.
  • Experience in developing and implementing procedures related to the recruitment, retention and development of human resources including compensation, career progression and mobility that addresses the strategic priorities of the University.
  • Experience with working in an environment requiring large number of key staff to be recruited and acculturated in a short time-frame.
  • Experience with regulatory and legal issues pertaining to employment in the Central Asian region and the ability to apply these to the development of UCA’s human resource procedures is a valuable asset

IT Security Officer

Position: IT Security Officer

Summary of the Position
The Information Security Officer provides the vision and strategies necessary to ensure the confidentiality, integrity, and availability of University electronic information by communicating risk to senior administration, creating and maintaining enforceable policies and supporting processes, and ensuring compliance with regulatory requirements. To support these activities, the Information Security Officer coordinates activities with other departments, including the evaluation, procurement, and deployment of security-related products and develops and coordinates information security awareness and education programmes. Additionally, the Information Security Officer ensures a University system-wide disaster recovery and incident response plans are in place.

Main Duties and Responsibilities
The main duties and responsibilities of the IT Security Officer:  
  • Creates information security strategies, both short-term and long-range, in support of the University’s goals;
  • Directs an ongoing, proactive risk assessment programme for all new and existing systems and remains familiar with the University’s goals and business processes so effective controls can be put in place for those areas presenting the greatest information security risk;
  • Communicates risks and recommendations to mitigate risks to the senior management by communicating in non-technical, cost/benefit terms and in a format relevant to senior managers so decisions can be made to ensure the security of information systems and information entrusted to the University;
  • Provide support and guidance to internal users when they need to learn about new security products and procedures. Work with the Technology team to manage threat protection strategies to include all layers of Information Security strategies such as firewalls, patching, anti-virus, log monitoring, data backup, disaster recovery, etc.;
  • Oversees all ongoing activities related to the development, implementation, and maintenance of the University’s information security policies and procedures by ensuring these policies and procedures encompass the overall security of electronic information at rest or in motion within the UCA system and assisting departments in local process and procedure development, ensuring they are not in conflict with University policies;
  • Ensures vulnerabilities are managed by directing periodic vulnerability scans of systems like servers, firewalls, routing and switching equipment at UCA;
  • Identify/recommend tools, processes, software, and hardware to improve or replace current security infrastructure practices, services, or technologies used globally to meet future requirements;
  • Develops information security awareness training and education programmes, works with other University entities to present them to faculty, staff, and students, and participates in local, regional, and national awareness and education events, as appropriate;
  • Acts proactively to prevent potential disaster situations by ensuring that proper protections are in place, such as intrusion detection and prevention systems, firewalls, and effective physical safeguards, and provides for the availability of computer resources by ensuring a business continuity/disaster recovery plan is in place to offset the effects caused by intentional and unintentional acts;
  • Coordinate with internal and external auditors, third party firms and consultants for audits, security risk assessments, vulnerability scans and penetration tests. Manage and drive remediation efforts related to information security; remediation may be from incidents, penetration tests, vulnerability scans, internal/external audits for all campuses and critical practice assessments;
  • Evaluates security incidents and determines what response, if any, is needed and coordinates University responses, including technical incident response teams, when sensitive information is breached;
  • Work with other departments such as internal audit, legal and vendors to supervise university wide information security requirements are incorporated into the roll-out of new systems;
  • Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, attending training, conferences, and/or courses as directed by the supervisor, and obtaining certifications relevant to job duties.

Required Qualifications and Experience 

  • Bachelor’s Degree in a related field and minimum five years of related experience in an information security environment; or the equivalent combination of education and experience; 
  • Broad knowledge of information security management, risk assessment and regulatory compliance;
  • Industry standard security and audit certifications including CISSP, CISM, CISA, etc. preferred.
  • Knowledge, Skills and Ability Required
  • Proven knowledge of privacy and regulatory compliance as it relates to information security;
  • Strong knowledge of Information Security and technology standards including but not limited to ISO 27001, COBIT, ITIL, HIPAA etc.;
  • Demonstrated oral and written communication skills. Well organized and detail oriented. Ability to prepare documentation to provide guidance related to compliance with government regulations, and university policies and procedures;

Required Qualifications and Experience 
  • Bachelor’s degree in Computer Science or related equivalent work experience;
  • Thorough knowledge of software engineering principle and agile methodologies;
  • Hands on experience in a software development environment;
  • 5+ years’ experience managing fast-paced agile software projects with aggressive schedules;
  • Certifications in IT Project Management is preferable;

Summary of Position and Key Responsibilities
The University of Central Asia is seeking a Liberal Arts Faculty Member with a background in Philosophy and to teach undergraduate students course/s that are part of the Liberal Arts curriculum at the Naryn Campus in Kyrgyz Republic and Khorog Campus in Tajikistan. The introductory Philosophy course involves reflection upon big themes such as truth, mind, freedom, identity, God, justice, reason, knowledge and is often given the name philosophy. Courses that will be/might be assigned for teaching, (in addition to Philosophy), are History, Political Science, Sociology or other disciplines that fall under Humanities and Social Sciences.

Summary of Position and Key Responsibilities
The Administrative Assistant is a support level position and its functions are aimed to provide organisational and technical support to the office. The Administrative Assistant/ Receptionist will report to the Learning Center Coordinator in Bokhtar and will work closely with all University staff. This vacancy is full-time and provides for a permanent and uninterrupted stay and residence in the city of Bokhtar in Tajikistan.
 
Main Duties and Responsibilities 
  • Polite and timely service to visitors; providing visitors with the necessary information;
  • Bringing instructions and messages to the attention of employees and trainees;
  • Ensures the transfer of letters, wrappers and other necessary materials of employees to the appropriate recipients;

Position Summary
The incumbent will be responsible for researching and following up with high net worth individuals as well as corporate potential donors who could support the programmes of UCA. Main Duties and Responsibilities
  • Assist the Advancement Manager in developing and achieving fundraising goals, strategies, plans and objectives for potential donors in Central Asia.

Required Qualifications and Experience

  • Bachelor’s degree, preferably in business, marketing, public relations, fundraising, government, or other germane fields. 
  • Previous fundraising experience is desirable.
  • The ability to motivate and engage with potential donors and ensure effective follow up.
  • Maturity and ability to work with senior persons including UCA’s management team. 
  • Excellent interpersonal, communication, and public speaking skills.

  • Plan and manage various campaigns and annual giving drives to achieve established fund raising targets and goals.
  • Recruit, train, and oversee volunteers in various donor geographies, to ensure they become effective in donor research, cultivation, solicitation (where appropriate), and follow up.
  • Establish systems for the effective tracking of fundraising drives, pledges, collections, acknowledgement of gifts, and timely collection of pledges.

Campus Counsellor

Summary of Position and Key Responsibilities
The University of Central Asia is seeking a full-time Counsellor to provide a student-centered, inclusive and proactive support system for students of UCA under the general direction of the Manager of Student Affairs, who is part of the Dean’s Management Team. The position will be based on the Naryn campus in Kyrgyzstan, and starts in  September, 2018. The successful candidate is primarily responsible for the provision of guidance and counselling services to students who are seeking solutions to personal concerns, but the Counsellor will also provide career and academic services to students. He or she will address the full spectrum of student issues at an individual and group level. The Counsellor will work with the Career and Co-operative Education centre to provide career advice to students and work intimately with the primary health care professionals to respond to campus health care needs as one seamless, overall service. The Counsellor will address students’ developmental and personal problems, mental health problems and crises. 

Counselling Services directly support the mission of the University of Central Asia by engaging in activities that facilitate the student learning experience, increase student engagement and success. The Counsellor will be committed to accessible, professionally delivered services that are responsive to the needs of all students. The Counsellor will also assist with residence life, recreation programs, student orientations and other student activities; liaise and work with staff and administration on behalf of students through committees and on an individual basis; deliver student support courses such as job search training, school life balance, peer mentorship and related activities. The Counsellor will oversee a series of programme interventions with an emphasis on prevention and catching issues early on that address the needs and pre-existing issues faced at a remote university campus in Central Asia.  UCA is an entrepreneurial institution and the Counsellor will need to be the kind of individual who can develop and deliver innovative programmes and support structures for students. A critical role of the Counsellor will be to steer the development and implementation of a new counselling department and services at UCA. He or she will need to balance experience and first-hand knowledge of best practices with an entrepreneurial sensibility.  

Additional Responsibilities Include:
Health and Psychological Counselling Services 
  • Offer mental health counselling to students on a wide variety of issues including suspected or confirmed mental health problems. 
  • Create awareness among students, faculty and staff regarding mental health, well-being and  diversity issues. 
  • Develop and manage support programs for on campus crises. 
  • Develop and facilitate life skills classes on a variety of topics that help students develop social/emotional intelligence, autonomy, leadership and resiliency skills.
  • Work closely with Student Life Team to help create a healthy campus culture that supports student health and development.
Faculty and Staff 
  • Provide confidential consultation to staff/faculty and their families on an individual basis regarding matters both personal and professional   (i.e. cultural adjustment, stress and mental health problems).
  • Offer a variety of educational and training workshops that support staff and faculty well-being.
Career and Academic Counselling Services 
  • Offer academic counselling to students including but not limited to: academic and learning difficulties (e.g. note-taking, reading comprehension etc.), assessment and intervention for students on academic probation, plagiarism, procrastination, test anxiety and technology addictions; some of this counselling will also be handled by the Registrar’s Office
  • Provide counselling to students regarding employment expectations and career choices by integrating their academic strengths, competencies, values and vocational interests as well as co-op work experiences and labour market opportunities
Desired Qualities and Capacities 
  • Strong interpersonal and communication skills, and the ability to work effectively with a diverse student body, preferably in the developing world and/or in a rural community
  • A capacity to handle sensitive situations and confidential information with discretion and a genuine concern for student success
  • An understanding of issues and cultural norms experienced by Central Asian students and the appropriate support structures and coping mechanisms that are needed 
  • Experience working with health care professionals to offer integrated mental and health services such as critical incident training
  • Proven ability to work collaboratively with academic personnel and leadership
  • Strong computer skills in Microsoft Office 

Minimum Qualifications and Relevant Experience

  • Graduate Degree in Counselling Psychology from a reputable graduate programme
  • One year of supervised clinical counselling training 
  • Registered with a recognized and relevant professional body 
  • Minimum of one year psychological counselling experience
  • Preference will be given to applicants with two years of personal, mental health, crisis and student success counselling at a post-secondary institution within the past five years
  • Professionalism, tact, accuracy, timeliness, and sensitivity are required to effectively advise students and to maintain and enhance relationships with students 
  • Experience with group and/or workshop facilitation including development of seminars
  • Specialised training and credentials in any areas of critical incident training, mental health training, and/or diversity training is an asset
Language 
  • Advanced English and Russian is required; however, for very experienced counsellors Russian may be considered optional 
  • Working knowledge of Kyrgyz, Tajik, and Kazakh would be an attractive asset
Relationships
  • Reports to the Manager of Student Affairs, works closely with the Dean of Arts and Sciences on mental health concerns among faculty and staff, and works very closely with the Cooperative Education Office, Faculty and Staff.

Summary of the Position
Receptionist/Administrative Assistant is expected to provide daily support to the office through facilitating external communications (telephone, mail, telefax, visitors, meetings, etc.), internal communication (information distribution, mail dispatch, filing correspondence, etc) and assisting in basic administrative tasks. Receptionist/ Administrative Assistant serves as the primary contact person for visitors and may be required to provide support to other staff members. 

Main Duties and Responsibilities   
  • Screens and directs telephone calls
  • Receives, greets and directs visitors, facilitates hospitality for official meetings; Monitors visitor access and issues passes when required
  • Receives and prepares for sending the office mail (postage & courier), faxes etc;
  • Files correspondence, including Incoming and Outgoing correspondence, inserts data and maintains records as instructed by senior staff members, ensuring that files and records are maintained in good order;
  • Regulates the schedules of office vehicle use;
  • Replace Admin staff when it necessary;
  • Other tasks relevant to the core responsibilities and duties of this position, as assigned by the supervisor.
Required Qualifications and Experience  
  • University degree;
  • At least two years of hands on administrative support experience or relevant fields;
  • Good command of English and Russian is a must; proficiency in Kyrgyz is an asset;
  • Proven experience with MS Office applications is a must;
  • Excellent communication and interpersonal skills; 
  • Accuracy and attention to detail;
  • Ability to set priorities.

Webmaster

Summary of the Position
As part of the development team, UCA is looking for a new team member to lead our web development/expansion and manage the university website www.ucentralasia.org. His/her main mission will be to maintain and evolve the website into a fully managed University website. Our new Webmaster will work in an innovative and dynamic environment from our central office in Bishkek within a lean and reactive team of experts in IT operations, Software development and working closely with Advancement and Public Affairs department.

Main Duties and Responsibilities
The main duties and responsibilities of the Webmaster is to:  
  • Drive the overall design and daily operations of the website and other online activities;
  • Manage www.ucentralasia.org, UCA's website, lead the innovation and evolution of our main website;
  • Work closely with senior management to increase the efficiency of website;
  • Plan, define and implement website changes and functional improvements;
  • Maintain and update the online marketing plan for the website;
  • Monitor key performance indicators on the website and develop plans to improve them;
  • Keep an eye on web trends, propose evolutions, develop and migrate websites (incl. DB migration);
  • Develop events or operations based mini websites to promote University mission;
  • Manage the web updates, consistency, security and maintenance;
  • Update website content and review Search Engine Optimization (SEO); 
  • Actively support the website;
  • Work closely with Advancement and Public Affairs staff to obtain and upload website content regularly;
  • Monitor and analyze site performance (e.g. traffic, conversions);
  • Perform daily system monitoring, verification of the integrity/ availability of all technology-based tools, monitoring of critical system logs such as cloud-based applications or backup and business continuity systems;
  • Research, evaluate and recommend system technologies to support business requirements.
Required Qualifications and Experience 
  • Bachelor’s Degree in Computer Sciences / Information Technology or related discipline;
  • 3-5 years related work experience in a web management.
Knowledge, Skills and Ability Required 
  • Excellent customer service skills, with an aptitude to learn and improve services;
  • Knowledge in ASP.NET, C#, Data Repository, HTML5, CSS3, JavaScript, JQuery, OOP, PHP, MYSQL, Responsive Design, Version Control Systems, Google Analytics/Google Webmaster tools, Marketing experience, Adobe Photoshop, Microsoft Azure Hosting.
  • Good understanding of technology and demonstrated IT management;
  • Good team player with the ability to build effective working relationships with colleagues;
  • Adaptability and willingness to learn quickly and to train others and share knowledge on projects;
  • Good communication and presentation skills with an ability to communicate all aspects of the job requirements, including creation of formal documentation;
  • Willing to work with and learn new technologies and services as they are released and implemented.
Language 
  • Good command of written and spoken English is a requirement. Knowledge of Kazakh/Kyrgyz/Tajik and Russian is added value.
