Rakhat has researched and published widely on rural schooling, citizenship and human rights education, teacher development, gender identities and roles in school education using diverse research methodologies including action research, ethnography and surveys in Kyrgyzstan and Pakistan. Her current research focuses on social equities in education and community/society and has academic interests in curriculum and material development, including curriculum reform and teacher training. Previously, she consulted for UNICEF and the Ministry of Education and Sciences, Tajikistan where she developed key policy priorities and strategies for the interim education action plan (2015-17). Since 2016, she is Programme Coordinator for Literacy and Basic Skills at the UNESCO Institute for Lifelong Learning in Kabul.
